No "Ship" Button

This article explains why you may not see a "SHIP" button on an order

When attempting to manually ship an order, you may notice that some orders do not have a large "SHIP" button at the top. This is normally because you have a warehouse selected that is not the one that this order is routed to.
To correct this, select the correct warehouse from the list on the upper left of the Sales Orders page, you should then see the expected SHIP button.
